The Background Intelligent Transfer Service Troubleshooter will also find and fix problems that may prevent background downloads from working on your Windows computer.
Open Control Panel > Troubleshooting and click on the Background Intelligent Transfer Service Troubleshooter link to open it. Uncheck the Apply repairs automatically checkbox, if you’d like to see the fixes that are applied, and click Next.
You can also press Win+S, type “BITS” or “Find and fix problems with background downloads”, open the troubleshooter, and follow the on-screen instructions and check if the issue is resolved.
